Hon. Captain Superintendent of Police,
Police enquiries following the capture of pirates
on the S.S. "Irene" by His Majesty's Submarine 14 in Bias Bay on October the 20th show that the gang must have been
one of the most important operating from the Bias Bay area. Seven pirates were captured alive and brought back to Hong Kong for trial. Subsequent investigations have established the following facts against the undermentioned of the seven:- (1) HUNG KWAN (5) alias HUNG IU ( * ) alias

YUK KWAN ( E 5 ) native of KWAI CHAU ( ★ || ), NIM SHAN (4). (4th Defendant)
(a) Arrested with a gang of 12 men in Shanghai on
arrival by S.S. "Ying Chow" on November 25th 1922 as a suspected pirate. Sent back to Hong Kong
but had to be released owing to lack of evidence. Gave his name as HUNG SUN CHÂU.
(b) Arrested in Hong Kong Harbour on January the 6th
1924 on the S.S. "Hanoi" among a gang of 15 men, three of whom had 12 fully loaded revolvers. This
was a certain piracy prevented by Hong Kong
Police search. He gave the name of HUNG TONG YIU
and was banished for ten years in C.S.0.No.14 in
5 of 1924.
(c) Identified positively on the 30th October, 1927,
as having been a leader in the piracy of the
S.S. "Seang Bee" on the 27th January, 1927.
Identified positively by three European Officers.
Two other Officers were not quite sure of him.
